President & CEO

As President and CEO of Logistics Solutions Group (LSG), Ramon Navarro leads a diverse organization of professionals that provides systems integration, information technology, systems engineering and professional services to customers in the defense, federal, civil, and commercial sectors. Before founding LSG in 1999, Mr. Navarro served as the Project Manager for various U.S. Government projects. Mr. Navarro supervised the planning, execution and delivery of government contracts totaling millions of dollars and spanning over three years.

Demonstrating the Company’s project management philosophy, he focused on providing clients with constant updates and dependable availability, to seamlessly provide a full-service experience that is impossible to duplicate. Mr. Navarro facilitated communications between the client and the project team to efficiently manage each stage of the project from development to delivery by establishing timelines, setting project goals and allocating resources, as well as collecting assets and approvals.

He always delivered on-time and within budget. Mr. Navarro served 30 years in the United States Army, retiring with the rank of Chief Warrant Officer and culminating his illustrious Army career as Change Agent, U.S. Army Supply Chain Management and Distribution Management. Mr. Navarro holds an AA in General studies from the University of Maryland, and a BBA and M.B.A. from Cameron University. He is also a graduate of the Clark Atlanta University Executive Program.
Donna Navarro

Donna Navarro
Executive Vice President and Director of Human Resources & Finance

Mrs. Navarro coordinates and manages diverse HR activities, including strategic management, workforce planning and employment and human resource development. She designs, develops and implements services, policies, and programs, resulting in an employee-centered, high-performance culture.

Mrs. Navarro was a tenured Federal Civil Service employee with more than 20 years of experience prior to assuming her position at LSG. Her professional experience includes Director of Disbursing Division, Directorate of Civilian Pay, 266th Theater Finance Command, Heidelberg, Germany. Earlier in her career, Mrs. Navarro served as Senior Accounting Analyst, Defense Commissary Agency in Heidelberg, Germany; Disbursing Officer, Finance and Accounting Division at Fort Campbell, Kentucky, and Property Book Officer DEH, Supply/Maintenance Division, Property Control Branch at Fort Sill, Oklahoma.

Mrs. Navarro graduated Magna Cum Laude with a Bachelor of Science degree in Business Management from Virginia Commonwealth University. She attended Richard Bland College of The College of William and Mary, where she graduated Magna Cum Laude with an Associate of Science Degree in Business. Mrs. Navarro is a member of the Society for Human Resource Management (SHRM), the Honor Society of Phi Kappa Phi, Beta Gamma Sigma Honor Society, and Phi Theta Kappa International Honor Society.
Lee Parker

Leon A. Parker, III
Vice President of Operations

Mr. Parker is responsible for overseeing the overall field operations of LSG’s Government Contractor operations with presence in Europe and throughout the combat theater internationally, and across the continental United States.

Retiring at the rank of Colonel, Mr. Parker possesses over 40 years of successful leadership in logistics, logistics automation, information technology, program management, acquisition, and software development. Mr. Parker assumed many leadership roles throughout his distinguished career, including:

Project Officer, managing the development and transition of numerous U.S. Army retail software systems on to micro-based hardware platforms.

Was Product Manager for the Army’s SARSS system, a mutli-level major U.S. Army software development and acquisition program, where program cost exceeded $800 million with line of code in excess of 1.5 million.

Army Logistics Management College, Chairman, Acquisition Specialty Department, researching, updating and developing course materiel and managing budget.

Army Materiel Command (AMC), Chief of Program Management and Acquisition Support, responsible for managing over 300 ACAT I through IV programs with over $6.9 billion in program cost.

Responsible for the fielding and management of LSG proprietary Automated Reconciliation Tool software (ART) through the combat theater providing automated reconciliation to our combat units in IRAQ, Qatar, Kuwait, Djibouti-South Africa, and Bahrain. Tool cost avoided billions of dollars of our US forces and help improve the supply through-put.

Mr. Parker is certified at Level III for program Management, Communication and Computer Systems, Systems Planning, Research, Development and Engineering. He holds a Bachelor’s Degree in Mathematics and is a Distinguished Military Graduate from Morgan State University, Baltimore, Maryland.
Heidi Moran

Heidi Moran
Vice President of Contracts and Business Development

Heidi Moran serves as LSG’s VP of Contracts and Business Development with over 20 years of experience in business development, project/program management, contracts and proposals. Her experience includes managing and executing business development efforts, customer relationship management, pipeline development, and working select opportunities through the proposal development and submission process.

She also oversees contract preparation, review, negotiation, and execution. Heidi currently holds memberships with the National Contract Management Association (NCMA) and the Association of Proposal Management Professionals (APMP).

Heidi holds a Bachelor of Science in Education as well as a Master Certificate in Contract Management and Certifications in proposal management and negotiation. Recognized as an effective communicator Ms. Moran’s key goals are continued growth through strategic planning, partnerships and team building.
David Moore

David Moore

Mr. Moore brings a high degree of professionalism and a vital set of skills and experiences to LSG. He provides nearly thirty years of diverse financial, analytical and operating experience to the LSG Team. As Controller, Mr. Moore plans, develops, organizes, directs, implements, and evaluates LSG’s fiscal division and financial performance. He actively participates in the development of the corporation’s strategic plans and programs, and provides critical evaluation of control proposals. Additionally, he provides the structure and oversight needed to ensure LSG’s financial transactions are properly recorded and reported in accordance with financial management practices appropriate for the Government contracting industry.

Mr. Moore is a graduate of Penn State University (BS in Accounting) and a member of the Virginia Society of Certified Public Accountants.

Axel J. Perez

Axel J. Perez
Project Manager, Southern Operations

Mr. Perez oversees LSG personnel and contracts for LSG Southern Operations. He identifies potential business opportunities, submits proposals, presentations and networks with customers. He provides LSG Virginia with information on potential contracting, teaming and subcontracting opportunities for both the commercial and government sectors.

Prior to joining LSG, Mr. Perez worked for the U. S. Army Garrison as a Traffic Manager and a Contract Officer Representative, where he supervised the establishment and operations of the SOUTHCOM travel and shipping office. The office provided all the air and ground transportation, as well as freight and household goods shipping services for the Southern Command and outline units for 37 countries in the Caribbean, Central and South America with a budget of several million dollars a year.

Mr. Perez served in the United States Army and the United States Coast Guard from which he retired after 20 years. During his service he worked in the Personnel, Supply, Transportation and Intelligence fields, for which he received numerous awards for his achievements and leadership. In August 1993 while serving as an Intelligence Specialist, he received a Letter of Commendation from the U. S. Coast Guard Commandant crediting his supervision and leadership skills with a direct contribution to the seizure of several vessels, planes, drugs and the arrest of 125 people as part of the Coast Guard’s Drug Interdiction Effort (War on Drugs).

In addition to his business development endeavors Mr. Perez is an active member of the Americas Relief Foundation. The foundation coordinates the logistics necessary for disaster relief in Central, South America and the Caribbean. Mr. Perez acts as a liaison in between the foundation and the different government and nongovernmental organizations who utilize the foundation services.
David J. Adams

David J. Adams
Facility Security Officer

Mr. Adams is responsible for all Industrial Security matters for LSG. This involves managing LSG security matters and giving security briefings to LSG personnel. Mr. Adams also serves as Safety Manager, establishing and overseeing safety policies and procedures for all LSG personnel in the U.S. and overseas.

Mr. Adams possesses over 34 years of successful experience as a defense contractor in Logistics, Program Management, Safety Manager and Security. His areas of responsibility at LSG include: Facility Security Manager, ISO Internal Auditor, Corporate Safety Manager and Property Book Officer.

Mr. Adams is certified in the following disciplines: Facility Security Officer – DSS Academy, Linthicum, Md. OSHA Continuing Education - Compliance and Workplace Safety, Radiation Safety Certification – Florida State Board of Health, SCAPE Operations (Hazardous Materials) Cape Kennedy, FL and as an ISO Internal Auditor.
George Williams

George Williams
ISO Coordinator

George Williams is our International Organization for Standardization (ISO) Program Coordinator. As ISO Coordinator he is responsible for maintaining our ISO Certification and Accreditation and for insuring that this firm adheres to the quality standards required by the ISO charter and LSG’s policies and procedures.

Prior to his position as ISO Coordinator, George served in the capacity of Project Lead for the design, development and testing of LSG’s renowned proprietary product, the Automated Reconciliation Tool (ART). After development and testing of ART was concluded he went on to serve as the Senior System Analyst in charge of fielding and employing the system and assisting US Army soldiers and US Marines reconcile their supply, maintenance, and finance accounts in an unprecedented manner.

George brings LSG a wealth of logistics management and supervisory experience gained while working at other firms and the US Army, including the Automated Supply Operations, Senior Instructor, Technical Writer, Training Specialist, Senior Functional Analyst, Project Leader, and Project Manager for various US Army Programs.

Mr. Williams spent over 20 years in the US Army where he retired after honorably serving in various logistics management and automated systems support positions. He holds a BA in Business Administration from Saint Leo University.
Michael Whitesell

Michael Whitesell
Program Manager and Senior Contracts Specialist

Michael serves as LSG’s Program Manager and Senior Contracts Specialist. Michael has over 20 years of experience in Logistics. His current responsibilities include Project Management, Contract Management, Accounts Receivable Management and Proposal Basis of estimate and Cost/Price Analysis.

His experience includes managing multiple LSG projects and coordinating with our site project managers and the customer to ensure quality driven services and that all project deliverables are achieved, and coordinates with our Finance department to monitors project performance against cost allocations and contract requirements to anticipate changes in contract funding or scope of work.

Michael joined LSG after serving in the United States Army and has a wealth of experience in Logistics Supply and Services and Logistics Automation. Michael is the 5th longest tenured employee at LSG, joining the company in April 2002 and has supported various projects including our renowned proprietary product, the Automated Reconciliation Tool (ART).
